Louisiana is the first state to reach this milestone and may now access the $1,355,554,552.94 allocated to the state.

Plans to spend federal dollars to connect underserved populations to the internet could be impacted by state elections, according to broadband policy experts. States are expected to start allocating money to internet service providers next year through the $42.5 billion Broadband Equity, Access and Deployment (BEAD) program. Among the 10 states that got the largest BEAD allocations, three (Missouri, North Carolina and Louisiana) will hold gubernatorial elections before the end of 2024.

Louisiana is Depending on the ACP to Eliminate the Digital Divide

Affordability is a key barrier to broadband adoption, especially for low-income households. Some 15 percent of home broadband users in the United States said they had trouble paying for their high-speed internet service during the COVID-19 pandemic. That includes 34 percent of those with household incomes of less than $30,000 a year.
In Louisiana, households with low incomes are far less likely to subscribe to broadband service (59.5%) than the average American household in the same income bracket (67.5%).

The Eroche family hasn't had access to internet or cable since building their Thibodaux home in 1996. Although internet was available about 1,000 feet north and a mile south, the family lived in an unserved gap.

The National Telecommunications and Information Administration announced Wednesday that it is seeking comment on how to structure the $2.5 billion that the Digital Equity Act provides to promote digital equity and inclusion.
As part of the Infrastructure Investment and Jobs Act, the Digital Equity Act consists of two sub-programs, the State Digital Equity Capacity grant and the Digital Equity Competitive grant. Comments will guide how the NTIA will design, regulate, and evaluate criteria for both programs.

The federal government launched the Emergency Broadband Benefit in February 2021 to provide low-income households with a $50 monthly discount on their internet bill as part of a multi-pronged approach to reduce the digital divide. According to the November data from the Universal Service Administrative Co, enrollment in the Emergency Broadband Benefit reached 7.1 million households.

Louisiana’s broadband office began the “Granting Unserved Municipalities Broadband Opportunities” — GUMBO — grant program when the Louisiana Legislature unanimously approved it during this year’s legislative session.
Local businesses can apply for those funds starting Nov. 1 until Dec. 30. The broadband office will then review applications, which will take about 60 days. Construction of broadband infrastructure with state funds can begin around April 2022.

The $1.2 trillion infrastructure deal passed by the Senate includes $65 billion in funding for broadband initiatives throughout the state. Pew continues to provide research and resources to help lawmakers craft broadband policies that will work. Pew established its Broadband Education and Training Initiative to provide no-cost support to 17 states as they expand broadband programs, including LA.

Broadband access in Louisiana is a complex tale of “haves” and “have-nots.” Regionally, Acadiana is home to both the internationally known LUS Fiber in Lafayette and the 5th slowest Internet in the country in Ville Platte. According to HighSpeedInternet.com, Louisiana is the “38th most connected state” in reference to broadband with a total of 36 Internet providers in the state. These disparities necessarily indicate a wide variety of services that are available. However, according to the U.S. Census Bureau, about 22 percent of Louisiana households do not have access to the Internet and in six parishes about half of the households lack access to the Internet. As indicated by the broadband assessment results discussed in the full report, significant efforts need to be made to provide more connectivity to broadband.
